Legends (1986-1987) DC Comics

Legends was a comic book crossover story line that ran through a six-issue, self titled limited series and various other titles published by DCComics in 1986 and 1987 . Each of the individual crossover/tie-in issues had a Legends Chapter header added to their trade dress. The series was plotted by John Ostrander, scripted by Len Wein, pencilled by John Byrne, and inked by Karl Kesel.

Legends #4 (1986) John Byrne Cover & Pencils, John Ostrander & Len Wein Story "Cry 'Havoc... !" In Star City, two police officers argue about the presidential edict outlawing superheroes. Their car crashes when they are attacked by Count Vertigo, who is robbing a nearby bank. Black Canary arrives and takes down Vertigo, rescuing the officers. The anti-hero officer threatens to shoot her, and the pro-hero officer wrestles with his partner's gun. This gives Black Canary enough time to escape, but the pro-hero officer is killed in the struggle.

Captain Marvel retired because they convinced him that he murdered Macro-Man. Brimstone destroyed and humiliated the Justice League of America. President Reagan issued an executive order banning all superheroes, including Superman. Darkseid believes that humanity will rise up and destroy its own heroes out of jealousy.
